I called today and i was told that my application is being processed in vancouver office (primary). Even though I’m from winnipeg.
He said i could write a letter to ask to reassign to winnipeg office, but not sure how it will impact my timeline (negative or positive). Any idea ?
Timelines:

1. submitted: Feb 3rd, physical presence - 1300
2. AOR : March 15th
3. BGC complete - Sep 27
4. Test completed - oct 26(from outside)
5. Passport and ID request : Nov 3rd
6. Submitted requested documents in 2 phases : Nov 20th and Dec 7th

no updates since then

he said mine is in normal timelines which is 24 months..which isunfair coz others that i know got everything processed in 6-8 months .

Any idea how winnipeg office is doing?

Even pre-pandemic the average processing time was 12 months. You can choose what to do for yourself when it comes to the processing office. IRCC probably assigns files based on processing capacity so your file may be the next to be attended to in Vancouver but if you transfer then you may be put at the end of the line in Winnipeg

Does any one receive passport request from Vancouver?
I received a request on December 21 and sent it on the same day. I guess they just use this as a way to slow down the processing speed because after the background check and test are complete there's little left to do. I hope they quicken up the process, especially for those at the end.
