I am an FSW applicant residing in USA who has submitted my application in August 2020, and have received BIL/MEP, with my application still being in progress.

However, the GCMS notes revealed something concerning to me. In the R10 check section, there is a note:

Recommendation: Review Required - Pending outstanding PC USA FBI police certificate - Not Provided

even though the agent marked R10 OK.

This happened because MyCIC account didn't render a USA PCC placeholder (I have filled in address/personal/travel history correctly, and have lived in USA as country of residence for more than 6 months in a row) during the submission stage, so I simply combined my USA PCC with China PCC together to upload it under China PCC placeholder. Unfortunately, I didn't write an LOE at that time since I thought it was self explanatory.

But obviously the R10 agent who checked my file overlooked the USA PCC, and now marked it as Not Provided and Review Required. In this case, I have the following questions:
  1. Why did the agent mark R10 OK when USA (my country of residence) PCC is missing? Is it because they are only checking placeholder documents for completeness here? Did my application pass R10 or not?
  2. When the officer sees the R10 notes, is there any chance they will reject right away because they thought R10 agent made a mistake of not rejecting me? Or will they always send out PFL/ADR before rejecting since I passed R10 now?
  3. Any advice on what to do next? I have already submitted two webforms, one for explaining that I did upload US PCC, the other for attaching a latest new US PCC.
I am so stressed out now, I just couldn't believe those agents are so careless like this.
