IQAS Help - Institute denied to complete the form.

Hello guys, hope I can get some advice.

IQAS requests you to send a form to the institute so they can complete it and send it with your transcripts on a sealed envelope.... I did get the transcripts but my big problem is that my Institute (which is the Ministry of Public Education of Costa Rica) denied to complete the form... I even talked with the viceminister and they said they cannot complete foreign documents since they are a goverment institution, they said it's not the first time they get the same request and they have never accepted it and they won't.
Instead, they offered me a signed letter where they would confirm that I did get my degree with them as an evidence that my transcripts are legimate.... but this creates another problem, the letter cannot be sealed since I will need to get is translated from Spanish to English.

I'm afraid they won't accept it since I cannot send the documents as they request, have anyone else had the same experience? What do you do when the Institute will not complete the form?

I dont know how the system works with IQAS but I did my ECA with WES and they also have a document like yours (the transcript request form I believe). I thought it was mandatory but then when I looked at the checklist I saw that it was not mandatory. Are you sure it is a mandatory document? Sometimes they ask for those just to make the process more systematic. Check with them as WES has a similar thing but it is not mandatory. I didnt send mine and everything is ok without it. Check with them again.
