But we have booked our plane ticket already cause we couldn't wait for them to approve us, I am going to visit her in Japan and she is going to visit me for a while in Canada. If she cannot come as of yet, what do we do?

Is japan a visa exempt country for canada? If so, she will need an eta to come to canada. I dont know. You should not have booked without having her pperwork in order.

I was told she can come to Canada to visit and needs to declare duel intend. That's why we booked the ticket. :/

Is japan a visa exempt country? If so she still needs an eta. Hopefully they allow her in
