What do you mean by strict given it is mandatory legal requirement. You need to be able to be convincing that you have a quarantine plan and provide an address and contact details. There are significant penalties for not following the quarantine requirement and whilst possibly unlikely as a temporary resident worst case someone could be denied entry

Currently suspect CBSA are more focussed on COVID related issues as a priority so just be prepared
