Yes, but this rule is not as clear as below. Your programs required a degree and you applied to these programs by showing your degree. The previous rule did not mention that your program has to require only a degree. The new rule is clear. I don't understand why they did not clarify the eligibility before like this?

"This means that in order to be eligible, your one-year program must require a completed degree as an admission requirement. One-year programs are ineligible if they require “a degree or a diploma”, or “a degree or work experience”, or similar, regardless of whether you personally completed a degree program prior to being accepted into the one-year program."

Tell OINP you did Graduate certificate program which requires have to degree prior to admission. And your program was only specific to international students. And more importantly you can get letter from Seneca college which can state that your graduate certificate need at least degree in nursing.
Don’t let the person just take minor excuse to declined the file.
Take help from college and local MLA as well before sending any correspondence letter to the assessing person.
This is just minor issue which assessing person take a big advantage and more importantly, he or she referring to online links for program requirements to digging out yours file without any reason.
So just make sure before sending any reply to them,
Make a strong answer because they can only find mistakes from your documents, nothing from outside sources.

Don’t let the person just take minor excuse to declined the file.

Is there any official statement that file will access according to immigration rules on time of registration???
Or
Changes to laws/rules will not affect already registered files?

Or, A letter from the eligible Canadian institution indicating that you have completed all the requirements necessary to obtain the degree, diploma or certificate described above and that more than half of the requirements necessary to obtain it were obtained while lawfully residing and studying in Canada. o You obtained a graduate certificate in Chronic Disease Management, from Seneca College that was conferred in June 2019. Hi, You are right. This statement is clear. But when we applied this stream, it wasn't there.
The rule was;

- a degree, diploma, or certificate that takes at least one year to complete if you study on a full-time basis and that requires a completed degree as an admission requirement.

The new rule announced last week. It shouldn't affect us. It is not fair. If that rule were there, I wouldn't apply this stream. I was eligible for the Foreign worker stream. My wage is over the median. Now, I missed the Foreign worker stream and will be refused this one. My Work permit is running. It is too far from being fair.
Exactly when you was applied this rule was not there you need to argue with OINP
