Inquiry Regarding CEC Immigration and Employment Verification

Hello,

One of my friends recently applied for CEC immigration while living in Montreal. He has received a letter from IRCC requesting evidence of his intention to move outside of Montreal/Quebec. He has a lease indicating his intent to relocate from Montreal. However, his employer now offers a hybrid work arrangement, allowing him to work in the office two days a week. He is able to fulfill this requirement while primarily residing outside of Montreal/Quebec.

When he initially submitted his application, his employer provided a letter indicating that he would work from home. However, this policy has since changed.

I am curious if IRCC typically verifies employees' mobility with their employers at the beginning of the application process or only upon receiving the intention document to move outside of Montreal.

I would greatly appreciate any advice on what steps he can take to ensure he receives Permanent Residency.

As long as he is living outside Quebec then no issue.

Thank you for reply. Having a new letter from Employer states hybrid work going to make a case difficult? Does he need to write & attach an explanation letter states that he can stay outside of Quebec while only come to Montreal for 2 days per week based on hybrid Model? What do you suggest?

He can work in Quebec and live in Ontario. He doesn't have to do anything.

IRCC typically wants to see ties to Quebec severed because once he gets PR he would likely be tempted to go back to QC if required to go into the office twice a week. Where exactly is the job and where will he be moving to? If the job is in Hull/Gatineau/etc. and he is living in greater Ottawa then that wouldn’t be a big deal if he had to go into the office twice a week. Many people commute from either side of the River. If he is living in Ottawa and the job is in Montreal then that is a very long commute twice a week and most would stay in the area overnight or even for a few night a week. He is required to update the fact that his work requirement is to be hybrid not remote because if IRCC discovers this that would be misrepresentation and his PR could be refused. What is his plan to keep living in Ontario while working in Montreal that also will seem reasonable to IRCC? If he hasn’t relocated to Ontario I would be doing to so asap. Has he given notice to his current home?
