CEC moved to Quebec for study and received a procedural fairness letter

Hi,
I applied for PR under CEC when I lived in Hamilton Ontario. As my work permit was expecting in November 2026, I applied for study permit.
I just moved to Montreal for masters and received a procedural fairness letter asking me to prove the intent of moving outside of Quebec.
As I just started my studies, I cannot look for employment outside Quebec and cannot move immediately as well.
My girlfriend/common law partner lives in NB while my friends are in Hamilton and Toronto ON.
What proof do I provide and how do I write the letter?

You cannot live in Quebec. You have to show proof that you live outside the province with tenant agreement, taxes, driver's license, health care etc.

You should not have moved but retained residency in Ontario. You have to prove you are moving back with a lease agreement, looking for jobs etc.

You either have to leave Quebec/your studies or withdraw your CEC application. Those are your only options. You were aware you had to settle outside Quebec to qualify for CEC so not sure why you moved to Quebec. The PFL shouldn’t come as a shock.
