Inland Spousal PR application returned

Hi all I submitted application on PR portal /early april - without PCC (as it was still under process and still in under process)

Also I submitted SOWP application!

Just today got email from them / application returned due to pcc not provided - I thought we can apply without PCC

My pgwp is expiring on may 05

Now since I applied for sowp as well - got temporary maintenance status email from them 2 weeks back for until oct - open wp is also returned because, applied on pr portal

any suggestions here

also assuming we can apply for SOWP - with out AOR as well

Another question is: Am i still be on implied status after may/pgwp expiry OR hv to submit sowp again ?
