The OWP application was returned along with the sponsorship application. So no, that letter is no longer valid.

This specific OWP application will be refused. You applied for it without meeting the requirement (have spousal sponsorship filed) .

So if you want the OWP, apply after you re-filed the returned sponsorship application.

I see, for now this one gives me implied status right (for at least another week or so since processing time is longer), until I re submit the PR application and re apply for another SOWP during implied status? just wanna make sure here between visitor record and this owp

It's up to you to take this risk of falling out of status.
The safest way is to apply to extend your stay as visitor. (visitor record)
