Yes you can appeal inland but not to the IAD(Immigration Appeals Department) but rather to a Federal court as it ranks higher than either body. Bear in mind, federal appeals take a long time, are very expensive and having a solid lawyer is advisable, and a federal court will not review your case or determine if your marriage is legal or not. You cannot submit any new evidence or previously withheld evidence. A federal court will only and ONLY determine whether the Visa officers decision was correct based on the evidence you provided.
As there was no interview or ask for additional proof or evidence from the CIC, suspect you guys might have been rejected based on criminality, or sponsor being on welfare, or some other technicality.
