Under what treaty?

As Canada and US are different countries there needs to be a treaty between the nations.

And the 5 eyes agreement goes to even greater depths than just immigration. Next time you encounter CBSA at a point of entry, have them check your US criminal background......they’ll happily pull it up for you! Never under estimate the information available to CBSA, IRCC, CBP, etc. That’s a dangerous assumption they don’t share.
