Indian passport surrender

I've had this problem with Purolator many times. I specifically mentioned my condo buzzer code in the address but they still didn't ring me and just left a note to pick up my parcel the next working day.
I have applied on Sep-1st through walk-in. The status still says "Surrender certificate is under review at Indian Embassy/Consulate.".
As per BLS website, processing was supposed to be completed in under 4 weeks. But is past 6 weeks now.
Not sure, what the hell is happening. I don't see any way/anyone to contact to see what the delay is all about.
Is there a way to track purolator delivery for SC when the BLS site says "Ready for dispatch"?

I m from Ottawa. submitted app on 5th Sept.. walk-in at BLS.... status shows "under review"...............still awaiting
I have travel plans on 30 Nov.. i cannot apply for e-visa, right ? due to diplomatic tensions... What are my options ? Please help.

e-visa currently is not available. SC and OCI by 30 Nov is tough for Ottawa as its taking close to ~16-18 weeks which would be end Dec/start of Jan
Try using the surrender application number as a reference on the purolator website to track see if that works ?
If destination is India, forget about it. Not gonna happen before Nov 30.

- Remove the dash and try
- Try with File# CATSCxxxxx (Ottawa maybe CAOSCxxxxx)
- Else try using "Indian" passport#

Tried all the above 3 combo but did not work. Its for Vancouver not Ottawa.
