India visa on travel document

I am protected person here in canada, I want to apply for Indian visa, I have travel document too. I contacted BLS and they informed me to get pre approval from embessy. Anybody applied indian visit visa on travel document?
Any clues how to do

I applied for pre approval last year and they refused to give me. Only medical purpose they issue on travel document. But I don’t know if they change now.
