In Quebec , need suggestions for PR without french language

(Apologies for the lengthy post and a new thread as I could not relate other threads with my situation)
Hi Experts

Here is my situation, but need help for the best way to apply PR:

* My wife is in Montral(QUEBEC) and working on a Work permit (deputation from an Indian IT firm)
* She now has more than 1year of total(in two parts) working duration in Canada (Quebec)
* I am now in Montreal as well currently on an (dependent)"Open Work permit" which is valid only until next year feb
* I have got a job offer but this is in QUEBEC (Montreal)
* We both have got above 7 IELTS score(VALID only till NOVEMBER 2018)
* WES degree evaluation is ready.
* We both do not know French at all

Now, I need suggestions from the experts on what would be the best possible option for a PR:
Option 1 :

Wife as a primary applicant as she has additional points(please correct me if it doesn't count for 2 parts and if continuous 1 year is mandatory) due to 1 year working exp in Canada and
me as a secondary with her;
Option 2:

If my job offer from QUEBEC is helpful in earning points for Express Entry then I can be the primary applicant and my wife as secondary
(the problem in this option is I heard that French is mandatory from Applying via QUEBEC province)
So my queries:
1. Is the QUEBEC job offer (if LMIA is done by Employer) will help me earning Points for EXPRESS ENTRY (applied from FSW program) ?
2. Which option is better Option 1 or Option 2 for my case?
3. Is applying from Quebec is better or under Federal Skilled worker Program (i mean to ask from Non-Quebec province and how safe it is to apply that way when I am currently residing in Quebec)
Any suggestions are welcome , I read about QSC but that requires advance intermediate french language;
I actually wish to apply asap so as not to repeat the exhausting IELTS test ans so do not have time for any french learning as of now.
