What do I need to do in applying both restoration and work permit together, do I need to fill up only one application form? Or I need to make two application form and send them all together? Thank you!

my bf recieve his work permit refusal....his planning to change status as visitor here in Canada... does he needs to apply restoration as visitor or restoration as a worker before applying visitor permit? or just application of visitor only? please need help! Thanks!
