Implied status or not?

My husband's extension was refused on Nov. 29th. I sent his PR application by courier a few minutes before he read the refusal letter. Is he still on implied status? The refusal letter told him to leave immediately.

His PR application did not reach CPC-M before the decision to extend his stay was taken.

He is not on implied status currently. He can apply to restore his status as a visitor. He may/may not be allowed restoration of his status. Otherwise he needs to leave and apply outland

If we cross the border and come back, will that affect his PR application?

It's not advisable. He may/may not be allowed back in especially after his extension has been refused + he has been ordered to leave.

He can try to restore his visitor status instead
