I'd appreciate some help better understanding this form of sponsorship and if it's still a valid form of entry:

I am a UK citizen currently living in Canada under the IEC temporary work visa, I've fallen in love with this country and would like to become a permament resident. My (blood) sister is a full Canadian citizen with a Canadian passport, at first we thought she would not be able to sponsor my application as a family member due to changes in immigration law that prevents siblings over the age of 18 from receiving sponsorship.

However while researching other means of entry I came across the IM 5196 while primarily about the sponsorship of Adopted or Orphaned children I did notice this line in particular:

You can use this application package to sponsor:

.....

any other person, regardless of age, with whom you have a family relationship if you do not have a spouse, common-law partner, conjugal partner, son, daughter, mother, father, brother, sister, grandfather, grandmother, uncle, aunt, niece or nephew who is a Canadian citizen, a registered Indian, a permanent resident or whom you may sponsor as a member of the family class.

Would it be possible for my sister to sponsor me for permanent residency under this application? Our parents are still alive, would this visa only be viable in the event she has no other family eligible for sponsorship or does it mean she can only sponsor me in this way if she hasn't sponsored any of the other listed persons?

Does anyone have any experience or advice to impart on this matter? I don't really want to start an application without some certainty it could be successful, particularly if I find any other forms of entry that might be more efficient.

No, she won't be able to sponsor you under this rule.
 
No good? Well thank you anyway, thanks in particular for the quick response.

I've heard from a friend that there's a visa where a Canadian citizen can sponsor an immigrant, family or not, vouching for their character etc. but I have not been able to find any details on this, is anyone aware of such a visa or was my friend mistaken?

Your friend was mistaken. There is no such immigration program.
