IMM 0008 issue

Dear All
My application was not processed and they asked to provide IMM 0008, although this form was included in the package that I sent, but I think I did a mistake, because they did not mention exactly what is wrong and they gave ununderstood general sentence, I would like any one to help me to clarify some points.
I am Canadian living outside Canada and want to sponsor only my 9 years old, is my 9 years old son is the principle applicant? if that true, the personal details section in page 1 should contain my son information?
I have other Canadian kids “depend and independent” shall I fill IMM0008 for their information also although they are Canadians?
Is there other phone than the toll-free number to contact the CIC call center to be used from outside Canada?

just because they request a new form doesn't mean the other form wasn't in your package. more than likely they need an updated form or if this is the form that requires your personal history, there may be gaps in dates you provided.

you are correct the only applicant is the child you are sponsoring and you only need to fill out a form for that child. your canadian citizen children do not need to fill out any forms since they are already citizens and are not eligible for PR. the should be mentioned in the additional family information form in the application as the child's siblings/step-siblings.

when filling out the form, make sure everything is complete, the form is signed and dated, and there are NO gaps in any dates presented. this is a common reason for the form to be requested, even though CIC doesn't specify why.

If your son is the only applicant, then yes, he is the principle applicant, and his details should be in Section1. No, your dependants should not be included in form IMM0008 as that’s the applicants form. You should include them on form IMM5481. As far as I know, 1-888-242-2100 is the only toll-free number.
