I am currently filling out form IMM 0008 to bring my common-law spouse over to Canada from the United States. We have gotten to the bottom part of the page where it asks for information about his family members and also asks for their passport information. Between his two parents and two siblings none of them have passports. They are also not accompanying him to Canada. Should I fill in these spots with a simple "N/A"?

Why are you including them in that form? You should only include family members, which according to the CIC guide is your spouse and children.

You list the parents and siblings on the additional family information form, but that's it.

In CIC and any official Canadian terminology, "family" means your spouse and your dependent children. For adults, siblings and parents are considered "relatives" by CIC.
