So somone I know was denied Lmia and had to leave, he snuck back in through car from New york which surpised me he wasnt checked.

Fast forward 2 years a new room mate moved in amd all of a sudden shes offered to help him by marrying him.
He has broken up with the gf of 5 years for this new woman who now lives in our building.

As someone who is battling 4 years to get legal I find this insulting to watch 2 ppl take advantage of Canada and all the applicants doing it the correct way!

What steps should/could be taken.
If reported will border security actually take him? Will it be ignored?

As seniors here have said in other threads, the best you can do is report it, and it's really up to them to investigate or let it go. You wouldn't receive any more updates after that.

If this person is living and working in Canada illegally, he must be getting paid under the table. I doubt he filed tax return and pay tax. Beside reporting this person to CBSA, you should also report him to CRA. CRA takes tax evasion seriously, I am sure they will investigate.
