She is off social assistance now, so she can sponsor you. The sponsor does not need a job or any income to sponsor a spouse or partner. But as other members have posted, the visa officer does want to see that the sponsor and applicant will be able to support themselves in Canada. So if the sponsor has no job, you must show that you two have made plans to be able to support yourselves once in Canada: she can show that she is searching for a job, you can stress that you will have no trouble finding work in Canada because of ..., give proof of any savings you have, if you have a house or car give proof of that and say you will sell them before going to Canada to raise money, etc.
Probably she will be found eligible to sponsor you. I had no job when I sponsored my husband, and I was found eligible to sponsor.
If she is not found eligible to sponsor, do not choose to continue with the application. Continuing is just a waste of time and money. If she is not eligible to sponsor you, but you choose to continue with the application, you will definitely be refused. But it will take a while to go through the system, and you will lose the money for the application. If she is not eligible, it is better to choose the option where they send the application back. You get your money back, minus the $75 dollar processing fee. Most importantly, you can see why she was found ineligible to sponsor, and work to correct that. Once you have fiixed the problem, you can then apply again. This is much faster and quicker.
Some people will advise to continue with the application even if found ineligible to sponsor. This is because it preserves the right to appeal. But to win an appeal when the sponsor has been denied, you will have to appeal on humanitarian grounds. This is not easy to win. Plus appeals cost a lot of money - since you will need a lawyer - and it takes a year or more before they will be heard. It is much better to simply get the application back, try to correct the problems, and apply again - this is faster and cheaper.
