If a family of 4 (mother, sister and brothers) applied for refugee status in Canada, Can another sibling will be approve for TRV

Dear friends
A friend of mine applied for refugee in Canada with her family in 2019, and still waiting for their hearing. Her brother who is 30 years old, married and own a business want to apply for TRV to visit them in Canada. His mother, sister and another brother already applied for refugee in Canada so do you think he still have chance to be approved or there is no way he will get visitor visa as in family application, he has to mention where his sibling and parent living, and what they are doing.

Slim to none , however they can always try . The assumption is the brother will apply for refugee status, as his family already has , if he comes to Canada
