Hi guys I need help

Next year I will attend to a IEP (Intensive English Program) at Concordia University in Montreal (Quebec), this program is only 3 months length.
On CAC website it says that for a study program of less than 6 months length, It's not necessary a study permit. But if you want to pursue academic programs in the province of Quebec, you may require CAQ (
Certificat d'acceptation du Québec") to ensure my entry enter for studies purposes to Canada. Also I need a MIDI's (Le ministére de I' Immigration, de la diversité et de I'Inclusion) letter.
If my program has a lenght of less of 3 months maybe I don't even need a Study permit and I can travel just with a "Visitor Status"(Tourist). On the other hand maybe I need a Study Permit, CAQ and more

Pd: I went to the Canadian Embassy (Chile) and they said that they are not able to answer regarding of Study Permits, Visa matters of Quebec. (nooot useful AT ALL!!)
