TKS! my refuse letter said " you have not satisfied me that you are an intending temporary resident to canada as defined by canada's immigration and refugee protection act" just that
what does the VO mean? and what should i do?

VO mentioned that you dint satisfy him that you'll leave canada after expiry of your
pemit.

To solve this refusal you should explain him that you'll leave canada after your permit. Convince him by some way that VO should not be left with any doubts.
For this make strong SOP showing VO astrong ties between you and your parents and country.
