You can withdraw your BOWP application by phone (Calling CIC help centre) if they still didn't start processing it.

Call CIC and let them know to cancel it. I was in same situation and they cancel it. Email also works but it takes time.
They will return your fee but will take time to get cheque in mail . (About 2 months)

How do i know they have not started processing it ? my status is still open can i withdraw and will get my fee refund ?
