Get a Canadian job offer and then have the employer pay $1k and file for a LMIA. The LMIA application is to prove the employer couldn’t find a Canadian or PR for the job. Then the employer waits for the LMIA. Once the employer has a LMIA, then you apply for a closed work permit. Few employers go through the long process.

Recruiters will only deal with individuals who already hold valid work permits or who have extremely specialized skills / education.

You need to apply for jobs with employers directly and hope you get lucky and find one who is willing to go through the LMIA process. You won't be able to rely on a recruiter unless you have extremely specialized skills / education.

You need to have special skills and experience that the employer cannot find anyone in Canada (PR or citizen) that can do this job.
That's what the LMIA process is trying to show.
