How to get noticed by various provinces to get qualified through Express entry through PNP

I have never been to Canada or have qualification from Canadian Universities (However, I have certificates from WES).
I do not have job offer either.
I have 388 points and am eligible for Federal Skills working program.
I have apparently only submitted an Expression of Interest to PEI, but that too my score is 49.
I have tried applying for Saskatchewan however they do not have my NOC code unfortunately

Any advise to improve my points will be helpful.

Improve your IELTS score. Majority PNPs will most probably nominate people who have CRS score 400+.

You asked for any advice to improve your score and I suggested to you one of the best options you have, which you dismissed out of hand. It's your choice, but language is the only part of your score you have total control over.
