How to call IRCC from outside canada?

Haven't gotten any luck with viber for IRCC, instead used TextNow app, people here have used Skype and google hangouts as well.

How to get a number from textnow app? Struggling with area codes and number of tries exceeds out. i am based in India, not sure how this app works.. any help appreciated

Hello,i requested for my gcms notes after waiting for my study visa after a year,i receieved the notes and it says "satisfied applicant is a bonafide student.Satisfied applicant will leave canada at the end of study period." Does that mean i will get my visa?
