How pnp -outland is possible?

I see many people are doing pnp-outland, since it requires sort of canadian companies sponsorship, how can you apply that outside canada? I’m just really curious, can someone answer?

SINP EE and SINP OID (non EE sub category)
NSNP DEMAND EE CATEGORY B
These programs are without job offer and without relative or friend connection options.
They have their Occupation demand list . Your intended occupation must be in their list. Only then u can apply. Education and job experience must be same.

BCPNP doesn't have without job offer cetgory.
Do u have job offer? It is atleast impossible for outland applicant.
