I found Purolator is fastest & chepest. They charge $27 for next day delivery from Toronto.

it depends on the weight of your file , i sent mine weighing 1.320 gr by express Canada, it cost me 28$, takes 3 business days for delivery

Just buy the Xpresspost envelope [National], the largest size it should be good for your application, its not that expensive.
There's no need to use courier at all.
Xpresspost envelope gets u everything, tracking # etc and it goes to the PO Box for CPC Sydney, NS.
