How much is the VAC fee for money order to CSRA?

My visa application was recently approved and now I need to submit my passport to VAC (in NYC). On the CSC website there are two fees listed as VAC service fee: $32.27 & $37.89.. I'm not sure which is the correct one to be submitted to CSRA... I didn't use any of the VAC service when filing my application online.
Also, is the airway bill fixed amount or does it vary depending on courier just like a regular mail shipping cost?
