How does EE Draw work?

"Assume the next CEC Express Entry draw has a minimum CRS score of 520 and 2,000 invitations will be issued. If the current pool has 15,000 candidates with scores between 500–600, will all candidates above 520 automatically receive an invitation, or will only 2,000 of them be selected based on ranking?"

Only 2,000 candidates will receive an ITA.
Express Entry draws are rank-based. IRCC invites candidates from the highest CRS downward until the draw size is reached. The cut-off score (e.g. 520) is simply the score of the last invited candidate.
If multiple candidates have 520, the tie-breaking rule applies, based on the date and time their profile was submitted.
