Adding further to the primary query, can someone tell what is the meaning of 'Local Visa Office' ? Does it mean it is the office nearest to the address furnished in the application ? In what circumstances, this is done by IRCC ?
In this context, it is any office after the sydney central processing office. It might be in Canada, or might be an IRCC visa office abroad. They decide where - it may or may not be connected with nationality/regional hubs, or just sent to an office that has a shorter backlog.
(Eg many eastern european/former soviet union go to warsaw. Pakistan applications and some other 'middle Eastern' historically to London, London recently has been redistributing to other offices like Warsaw/Vienna. Much of Latin America/Caribbean to Mexico City. Etc).
