Employers can often be a pain in the ass. I'd imagine it's often simply because they don't want the hassle of producing the letter.

I wrote my own work experience letter to make sure it covered all of the CIC requirements and to make things easy for my company.

I made sure my boss knew that the CEC application did not tie me to the company in any way and did not give them any liability; that the letter is simply to confirm what I had done for them.

My boss printed the letter on company headed paper before signing and stamping it for me.

The checklist covers what you should include if you cannot get a reference letter:

"a sufficient combination of other supporting documentation, which could include copies of a record or letter of employment from the employer in Canada, work contracts and pay stubs for the period(s) of work experience you identify in your application"
