    Unless the Visa Officer is a human potato, they will look up your notes via your UCI and see that you have your AOR. Plenty of people have had to apply for the BOWP prior to having their AOR and have successfully received their BOWP (myself included).

    To be eligible for the BOWP, he needs to have passed the first stage of the PR process and therefore have an Acknowledgement of Reciept (AOR). Without that, he is ineligble for a BOWP. Can't advise on the LMIA unfortunately, but I'm sure someone else will.
