Please help with interpreting this 2 portions of the Health Insurance Act regarding RAMQ Eligibility:

2. The following are the classes of persons referred to in subparagraph 5 of the first paragraph of section 5 of the Act:
(2) persons who have been authorized under the Immigration and Refugee Protection Act to apply for landing while in Canada and who have been granted entry by Canadian immigration authorities and hold a Québec selection certificate;

QUESTION: What does "authorized under IRPA to apply for landing while in Canada" mean?
AND

15. A person applying for registration shall also provide the following documents:
(3) in the case of a person not holding Canadian citizenship, one of the following documents:
(a) for a person who is a resident of Québec:
(iii) the original of the Québec selection certificate, as well as the original of the document issued by Canadian immigration authorities demonstrating that this person is authorized to apply in Canada for landing;

QUESTION: What document is being referred to in 15(3)(a)(iii)?

An outland spousal sponsorship application was made to CIC while in Canada.
Received three (3) letters from CIC.
1st Letter from CPC-M: This confirms that your application to Sponsor a Member of the Family Class has been received by CIC.
2nd Letter from CPC-M: This refers to the Application to Sponsor a Member of the Family Class you submitted to this office on behalf of your wife. You have met the Federal requirements for eligibility as a sponsor. Accordingly, the Application for Permanent Residence for your wife has been forward to a visa office abroad for further processing. As a resident of the province of Quebec, you must submit an undertaking application to the Provincial Government.
3rd Letter from Visa Office Abroad to my wife: This confirms that you application for permanent residence in Canada has been received by CIC.

ECAS Info:
Sponsored Person Sponsorship Application Status: Decision Made
Sponsored Person Permanent Residence Application Status: Application Received, Medical Results received.

CSQ granted.

MICC Info:
Undertaking accepted and CSQ issued

Residing in Gatineau, Quebec. Possess SIN Card. Work in Ottawa.

Working Holiday Visa Info:Granted entry under an open Work-Permit Type 20 valid until June 2015

You qualify for health insurance if you are a

When in canada means what exactly???
