H1B stamping in Canada (For PR holder)

Hello Everyone,

I am a Canadian PR holder and am looking to apply for an H1B visa extension in Canada. In light of the recent announcement from the U.S. Department of State (link below), is it still safe to proceed with visa stamping in Canada?
