Can you ask someone in Israel to pick it up for you or have it delivered to their address? Then they can scan it and send to you by email. This is what we did.

Israeli police is not provide police certificates to individuals (by law), they send it only by mail and only to the organizations that listed on their website. That’s ridiculous but this is what happens.
Is IRCC listed? Could you arrange to pay for the mail to be sent by courier to IRCC
IRCC is not listed. The embassy in Toronto is listed and the only route is mail, no email. The embassy is never received this mail even after second attempt.
Hey David I had Kind similar situation with my background from Arizona I wrote to Niagara Falls for exemption and I show the receipt everything they gave me exemption for it
they process my background check
Don’t worry if your exemption don’t get approval they will let you know

of course they do the last day of work will be December 24 by 12 noon they will be holiday will be back at work January 4 2022

Dec 29-31 are actually working days as well. Although fewer people will be in.
In general things slow down starting the week before Christmas especially if schools are on vacation. Things return to normal again after the New year. There are staff at the office but bare bones.
The only three statutory holidays (day offs) are Christmas Day, Boxing Day and New Year's day. However, many people are taking vacation starting around December 20, coming back the Monday after New Year's day, due to school closures and also the ability to have extended vacation when you factor in all the holidays when you do not need to "waste" your annual vacation allocation. Especially more senior staff who need to sign off files (like final review) will be off. So there will be about 2 weeks around that time when not much will happen. If you noticed, same thing happens each time there is a long weekend. Many people attach Thursdays and Tuesdays aroung long weekend again to have an extended vacation - and everything slows down.
Also, the last working day before Christmas (Christmas eve) and the last working day before NY (NY eve) are usually half-days. Goes back to the tradition of having kids' events on those days before CoViD.
