It hasn’t been determined whether you’ll get AIP and are still in the processing phase before AIP. Still a lot of cases from late 2023 that haven’t heard about whether they have received AIP or their H&C case is denied.

I also haven’t submitted any updated documents since I applied, such as recent pay stubs, my kids’ school report cards, or tax documents. Do you think I should send these documents proactively, or should I wait until IRCC requests them?
Also, isn’t it usually the case that IRCC requests the PCC, PR fee, and valid passports after the first-stage eligibility is passed? That’s why I’m a bit confused.
 
what does “eligibility passed” actually mean? Every time I call IRCC, they tell me my medical is passed and my eligibility is passed

Yes I would submit all that information because the ability to financial support you family without government help is something that will be considered.

For an H&C application, I would generally not let important favourable evidence become stale simply because IRCC has not requested an update. Establishment, family circumstances and the best interests of affected children are assessed on the actual record before the officer, so recent employment/tax evidence and meaningful school or child-related evidence can matter. But the update should be curated rather than dumping documents into the file: submit material changes with a short explanation of why they matter to the H&C factors you relied on.
