I used to advise people to leave Quebec to speed up the second stage of the application process, but I find that this is less relevant today. What's the point of moving without being sure that you'll actually save time? That said, it's still a good idea if someone is truly able to do it

Until we see what happens with H&C would not move out of Quebec unless for reasons other than H&C.
 
Did anyone hear of the layoffs in IRCC? I heard they want to lay off about 3300 employés over the next 3 years because ircc is planning to cancel certain programs. This might be why there has been a long delay in applications

The length of processing for H&C is mainly due to limited quota.

This was announced around a year ago and the reduction of employees at IRCC supposedly started in early 2025. This is essentially reversing the increase in staffing during the pandemic. Don’t think the reductions were targeted at certain programs especially given the announcement was around a year ago. Assume IRCC will reduce staff by not replacing employees who are retiring or replacing them by someone who already works for IRCC, trying to use AI if possible to replace some of the tasks that an employee would do, by laying off or not extending contract for contract employees, etc. In general the federal government needs to make some significant cuts because the public service has become very bloated. It is bad timing given the volume of applicants like asylum claimants and Canada’s attempt to vet applicants more carefully (or at all like during the Sean Fraser days).
 
Turning 30 months since I have applied. Still no remarkable progress.
Same with me plus I have ask for gcms notes and it's been 4 months waiting I do believe both files are under scrutin by CSIS soon they give Green light IRCC send AIP around March / June 2026

Layoffs was due to overall temporary residents and permanent resident immigration level reduction. .
