If that is the case, the department should review its fee structure and strengthen its operational capacity to ensure applications are processed within reasonable timelines. Continuing to collect processing fees without delivering timely service risks creating the perception that the system itself is being mismanaged, rather than applicants taking advantage of it. So its a both side affair here.For H&C that would still be very labour intensive, setting parameters of what would qualify for processing would be difficult and it would still likely lead to a large number of applications that would need to be processed. Processing times could still end up being decades. We’ll all need to wait and see.
