This Processing Time from IRCC....."We need more time to process your application"...for H&C applications prior to July 2022 leads me to believe that the whole process has come to a complete (or very near complete) grinding halt while the government reassesses the program. What an absolute, unmitigated disaster this stream has become.

submitted my application in June, got AOR at the end of August and just now received Biometrics letter, does that mean anything good? Or it's same stuff like AOR where you receive it and have to do it before they determine if you eligible or not.

H and C program is currently non functional and will remain so unless either entire backlog is cancelled or target admission quota is significantly increased. AOR does not mean anything in non-functional program.
AOR means "Acknowledgment of Receipt" and is a letter or email from Immigration, Refugees and Citizenship Canada (IRCC) that confirms your application has been received and is being processed.
It includes your application numberto check your application.
Processing would literally be decades for your application unless there are significant reforms to this program and H&C does not prevent removal. Would strongly encourage you to start working towards another pathway to PR. Start learning French, work in a field in demand, upgrade your education, etc. Depending on your profile and current status your best option may be to return home now and work towards qualifying for an economic pathway. Not sure why any consultant or lawyer is recommending applying for H&C these days except for a very few select profiles that IRCC has typically fast tracked although I’m not sure if they still do.
since when it's non functional? I wasn't aware of it. Like it has been stopped? submitted it in early June and on the forum was no information about that. Did they stopped processing it completely?
Yeah, sorry, I meant more like does biometric request means anything good regarding my application? Or it's just like AIP where I should receive it regardless on whether I am eligible or not
