Thank you for the efforts you’ve made to support people in this forum. However, I noticed that most of the time you encouraged individuals to apply from outside Canada. Just a quick point of clarification: if someone is eligible for other immigration programs, why would they apply for an H&C application in the first place?
Please keep in mind that for most of us, H&C is the only and last option available.
Thank you for accepting my response
So who do you think is eligible for H&C?Not just parent and grandparents. A lot of failed asylum seekers and other temporary residents like previous international students who have not qualified for PR.

So although economic ineligibility alone doesn’t justify an H&C application but someone may still qualify if there are other genuine, compelling reasons such as :There are rare exceptional cases of many different types of applications but H&C was never meant for applicants whose scores did not qualify them for all economic programs or as a way to circumvent things like the PGP program if you didn’t get selected or are tired of waiting. I pointed out that the volume of H&C applicants is not only related to parents and grandparents. H&C was meant for rare extraordinary circumstances that you typically couldn’t have anticipated or planned for.
Failed asylum seekers are entitled to H and C, especially if they have families. Theses cases usually involve best interest of children, and families will face hardship if removed from Canada. Some of them are from war torn/unstable countries and can not be removed from Canada. It makes alot of sense to grant them PR on H and C consideration. Even international students may qualify if they have children and apply for H and C as last resort. It is different situation for parent/grandparents because there is special program for them. Not just parent and grandparents. @canuck78 If someone is proficient in French, got like B2 in all levels, will it be possible for him/her to apply for PR in economic immigration category from Asylum or H&C?
I love the FB group. People are more straight forward and answer questions to be helpful. Canuck your long rants are so exhausting, stick to the point. I saw someone ask you how to track h&c application and your response was “track what”…. or something along those lines. A simple answer could suffice. Are you ok? The only thing that separates you from the guy spamming this group is that you are helpful sometimes, but other than that CALM down Mr H&C quota reformer.
Who made you the voice of IRCC.
I want to scratch my eyes out each time you go on these long winded thesis statements about IRCC.
@Mahisharm honestly i want to know too because it seems they are deliberately ignoring the second stage approval and the wait is killing.Hi, I just wanted to know if IRCC is currently working on Stage 2 applications. I haven’t seen anyone receive PR this year, so I’m wondering if the 2025 quota has already been reached?
The Quota actually hasn't started. Someone posted in the H&C FB group that most likely they'll work Stage 2 from Jul - Nov. Otherwise if they work them in Q1, Q2 then they won't have any "progress" to show in Q3, Q4.@Mahisharm honestly i want to know too because it seems they are deliberately ignoring the second stage approval and the wait is killing.
I don’t even know what to do except just waiting and thinking about it, it’s been exactly nine months from the day I received AIP and almost 7 months from when I received address confirmation request and nothing else so far…@Mahisharm honestly i want to know too because it seems they are deliberately ignoring the second stage approval and the wait is killing.
