Photo mailed 11 Jan
Received by them 14 Jan
I was able to link pr card app to cic account after almost month.
Didn't received any email but it says approved in cic account with todays date. And received card same day in Whistler.

The mistake that I was making on linking my file was that I added date of COPR on date you become PR question.
But, it is the date when your online application says approved on portal (usually a day or couple before COPR).

No. I don't think biometrics has anything to do with this application since we got COPR after biometrics approval.
I and my wife sent our photos and CoPR in a same envelope and her account ( Application Information) shows the biometric while mine doesn't.
