a)Can grandparents accept a fee for taking care of grandchildren, is it legal if they are on a visitor visa?
b) can they accept if they are on PR, and is it allowed for tax/CRA?

a) No, it's illegal and will be a violation of their visitor visa.
b) Yes, it's allowed if they are PRs.
