Submitted online application on May 10th for parents(with Indian passport) from US who are visiting on B2 visa. Got passport back on June 1st via LA VAC.
Emails I sent to LA VAC were responded quickly.
FedEx is not accepted for return envelope. LA VAC gave option to send MoneyOrder for new Fedex return though (they have preferred rate). Even with that delay processing went through quick.
