Yes this doesn't make sense. Work permits for asylum claimants are usually for short periods of time (like a year) and have to be renewed if the hearing hasn't been held. Are you sure he has a valid work permit? Has the conditions in his home country changed? His daughter lives there. His reasons for needing asylum may no longer be applicable 7-8 years later. Were you unaware of LICO? You must have or you wold have let him continue the asylum processing or would have stopped you spousal sponsorship earlier.
 
Just read some more of your posts. The work permit is not from his refugee status it is from your inland spousal sponsorship. His asylum claim has likely been withdrawn/cancelled/expired.

I was totally unaware of LICO, had I of known, I would have never disclosed his daughter child...his work permit was granted thru the refugee program and we keep renewing saying "there has been a sponsorship put thru - with no decision made yet", and they keep renewing it...it's valid until January 2020, but they have denied the application for sponsorship today, so I guess I will wait until I can provide proof of Income for 5 family members - March 2019 to reapply...I was just short a couple thousand and asked them to give me an extension till I did my 2018 income tax return but they refused :(

You had no choice but to disclose the child. Failure to do so is misrepresentation which would have likely resulted in your husband receiving a five year ban from Canada.
