Making this entry here to help others who may have the same question in the future. We have travelled to Canada and moved here permanently recently. I did make a revised Goods to Follow List and explained the situation at the airport. The revised Goods to Follow List was accepted.
Hi. Thanks for your message. Can we also revise the car in GTF list ? I have my old car listed in the GTF list when I did my first soft landing couple years ago, but now planning to move permanently next month - but with a new car. Would that be ok you think ?
 
I will be doing a short landing for only few weeks in September 2022 and then moving permanently within a few months. I got the following 4 questions in my scenario:

1) Kindly shed lights if its mandatory for me to give my goods to carry/goods to follow list at my upcoming short landing or can I give it later when I revisit Canada again? My situation is my personal effects are in two places as I resided Tokyo and Hokkaido previously.

2) If I tendered the goods to follow list in the upcoming short landing to Canada for Tokyo where I currently reside,

3) I shall tender the goods to follow list as well at that time for Hokaido?

4) Then how long the goods to follow list remain valid for Hoikaido if I tendered together with Tokyo one in my upcoming short landing in September 2022?

Any update on this? If you were able to import your new car into Canada?

Because I am also in the same boat as I did a soft landing in Nov 2022 and planning to move permanently to Canada in Jan 2024 with my newly bought car which is purchased after my soft landing in Nov 2022. On soft landing, I haven't given any GTF form, and now that I go to know that I can submit the GTF during my upcoming trip as I am planning to come to Canada as a Settler. Please share if anyone have any information regarding this.

Goods to follow forms are only submitted when actually moving to Canada to reside, i.e. settling. Therefore, nothing out of place, you should not have submitted when soft landing anyway.

(PR status and actual residence for tax/customs purposes are different concepts - it's confusing.).

Thanks for the reply. Yes it’s confusing as I’ve read conflicting answers as some people have submitted GTF and GTA during their first visits and got it stamped with $0 receipt regarding duty and taxes to be paid when they bring their goods later.

My parents completed their landing as PRs last year at Toronto Pearson Airport. They had all the required forms prepared, including the "Accompanying Goods" and "Goods to Follow" lists, along with pictures of their jewelry. However, unlike our experience 13 years ago, no officer asked them for these documents.

When we landed, we were directed to a separate counter after submitting our COPR, where an officer specifically collected these forms. In my parents' case, they were only asked for their COPR and their destination address by the CBSA officer at the main immigration counter. Since no one asked for the goods declaration forms and they weren’t directed elsewhere, they were unsure whom to give the documents to and ended up leaving without submitting them.

They’re planning to return to Canada again this year. Can they present the same completed forms now, explaining that during their initial landing, no one requested them and they were unaware of where to submit them? Or should they fill new forms?

I don't know what they did before or who advised them to proceed this way. But as long as they only did a soft landing last time and did not settle in Canada, yes.

Now note: with goods to follow forms, the typical is that the goods have already been collected by the moving company. It's not "I plan to bring them later" but "they are on their way."

Otherwise the procedure is: they provide the goods to follow forms at the customs desk BEFORE leaving the customs area. They have to show these forms to a customs officer and get them signed/stamped or whatever. They need to ask, need to speak to a customs officer to get the goods to follow form signed off.

That's what they'll need to get their goods through customs (IIRC, they'll have to go to aiport customs with the forms at some point and then give them to the moving company).

And since the ones before are/were a nullity since irrelevant - yes, new forms.

Thanks for you reply. They did not do soft landing and they do not have goods already collected by moving company. They are mostly concerned about gold jewelry which they will bring at some point but not this time. They do not have anything else valuable to bring later. How to declare jewelry?

So they've been living in Canada and did not bring their valuable stuff when they came to settle?

Different case, I've no idea what applies to them. As far as I'm aware, this has nothing to do with the goods-to-follow scenario, which is for things brought 'following' when settling - but don't know. They may need to speak to a professional.
