Guys, Today I realized I am also a victim of RC8090. It has been 5 months, absolutely no communication after AOR in Nov. I received my ATIP notes today and it shows that nothing, absolutely nothing has moved. Everything is in "Not Started" status. And not sure what the hell is inventory-CP ? I guess just the technical name of the queue that has been deliberately blocked at the front.

Is there a tracker for the unfortunate RC8090 applications ?

Submission 23-Oct-2023
AOR: 16-Nov-2023
Primary office : CPC Sydeney
Secondary office: Vancouver,
Application status : Inventory-CP
Location : Registry.

Sorry to hear you have to endure what many of us have and had. The "tracker" is really just this thread. Curious to ask, have IRCC sent you the test request yet?

Made an ATIP request asking about Endeavour clients in general as well as the meanings of "e-Grants PE" and "e-Grants DF". Let's see if anything comes back at all..
Out of the blue, I received a CD in the mail in response to my ATIP request. A data dump of 1033 pages of PDF (168MB). Most of the pages appear to be some sort of spreadsheet printouts regarding the status of thousands of citizenship applications (application numbers redacted) -- totally useless. The rest mostly consists of pages of pages of emailing back and forth between Centralized Network and Domestic Network. My understanding from reading between the lines is that DN (local offices) handles routine processing, whereas CN flags files for Project Endeavour to be processed by CPC-S Team 2. Some processing procedures are included, but they look pretty standard at least to me and nothing there explains why the long wait.

The most (and perhaps only) informative piece of information is regarding the processing time of Grant Endeavour Applications from AOR to Final Decision:

Calendar Year | Processing Time (in Months)
2021 | E-App 5
2021 | Paper 21
2021 | Overall 21
--------------------------------------------
2022 | E-App 12
2022 | Paper 14
2022 | Overall 13
--------------------------------------------
2023 | E-App 18
2023 | Paper 14
2023 | Overall 18
--------------------------------------------
Feb 7, 2024 | E-App 18
Feb 7, 2024 | Paper 13
Feb 7, 2024 | Overall 17
--------------------------------------------

Processing times refers to the amount of time in months to process 80 of cases in the last six months.
Data is operational and subject to change.

I also asked about the amount of Grant Endeavour Application inventory at various timepoints.

As of Feb 12, 2024: e-App 8120 + paper 6108 = total 14228
As of Jan 2, 2024: e-App 12950 + paper 9402 = total 22352
As of July 6, 2023: e-App 26004 + paper 17358 = total 43362
As of Feb 1, 2023: e-App 16072 + paper 18754 = total 34826
As of Jan 3, 2023: e-App 13272 + paper 20767 = total 34039
As of July 4, 2022: e-App 2650 + paper 34585 = total 37235
As of Feb 1, 2022: e-App 551 + paper 41823 = total 42374
Data includes prospective applications but excludes unopened e-apps and mailroom estimates.
Data is operational and subject to change.

Funnily (and a bit ironically I suppose), the very first page of the ATIP response is a "Message from the Registrar of Canadian Citizenship and Director of the Citizenship Program Delivery (CPD) Division". It announces "Élimination [redacted] de la catégorie Endeavour" effective July 12, 2023. I quoted the French version because the English version was redacted in an awkward way ("Elimination of [redacted] Endeavour"). It ends with "Endeavour files [redacted] are no longer being identified. Cases which have already been triaged as [redacted] Endeavour) cases will continue to be processed [redacted] ".

As expected, the ATIP response did not address what Project Endeavour is about (what it's for), nor what determines who gets assigned to be an Endeavour client (triage criteria).

They also conveniently ignored a question I explicitly asked about: what "e-Grants PE" and "e-Grants DF" mean. Nonetheless, as folks in the "Grant DF club" thread have figured out, DF means derogatory flag. Considering that the ATIP response has "e-Grants PE" all over the spreadsheet printout pages, I think it's pretty safe to assume that PE means Project Endeavour.

That is what I would expect too given most applications have a secondary office in Sydney (8090), whom I expect non-routine applications be diverted to.

I suppose the above makes sense looking at the data below. Still staggering that E-apps flagged as Grant-GE are now processed 3 times slower than they were in 2021.

This is where I have the most question, specifically why has the inventory for E-apps seen that much increase? Has the proportion of total E-apps getting flagged changed over time? What is responsible for the shift in proportion between Paper&E-apps in inventory? Could paper applications be prioritized for processing?

I'm also struggling to understand why such large jump between July 2022 and January 2023 for E-apps considering at that point COVID was pretty much over and processing capacity had returned to normal.

Interesting that nothing was said about DF or criteria for getting those flags. I guess people will continue to shoot in the dark and hope they don't get any or either of these flags.

I can't believe between Jan-2nd and Feb12th, they processed ~8000 PE applications? At that rate today there will be hardly any applications remaining?

Hi everyone, I just received my GCMS Notes. I noted that LPP is not started and assigned to RC -8090. My BG cleared this month and test is completed. It also says Location: E-Grant Clearance Pending. I guess this is prior to BG completion? My AOR is Jan 2024. Please advise!

I do not believe this is prior to BG completion as my BG was completed on February 20th and my notes were as of March 18th and location is also E-Grant Clearance Pending, LPP not started (assigned to RC-8090), AOR is also Nov 28, 2023. Primary office Vancouver
